| School Meals in Sweden Instruction, teaching material, school lunches and school transports are free of charge at all levels of the swedish regular school system. The State defines the overarching goals and guidelines for school activities, and the local authorities are responsible for putting them into effect. However, compulsory school meals can be organized in various ways. 98 % of compulsory school leavers go on to the 3-year upper secondary school, which offers both academic and vocational programmes.
